Who owes this
You owe the Preschool For All (PFA) tax if you live in Multnomah County and your taxable income is above $125,000 (filing single) or $200,000 (filing jointly). Non-residents who earn income from work in Multnomah County may also owe a portion based on the share of their income earned in the county.

- 1.5% above $125k single or $200k joint; an extra 1.5% above $250k or $400k.

How to file
PFA is administered by the Portland Revenue Division. You file through Portland Revenue Online (PRO), which is the same system you'd use for the Portland Business License Tax and the Metro SHS tax. One account covers all three.
